Odisha University of Technology and Research (OUTR), formerly known as College of Engineering and Technology (CET), Bhubaneswar, is a premier public technical university located in Techno Campus, Kalinga Nagar, Bhubaneswar, Odisha. Established in 1981 by the Government of Odisha to meet the growing technical manpower requirements of the state, OUTR began as a constituent college of Odisha University of Agriculture and Technology (OUAT). In 2002, it became a constituent college of Biju Patnaik University of Technology (BPUT). After four decades of academic excellence, the institution was finally upgraded to full university status on 8th October 2021 through the Odisha University of Technology and Research Act, 2021 (Odisha Act 17 of 2021), as notified by the SD&TE Department, Government of Odisha. The University's First Statutes 2022 were notified on 9th February 2023, completing its governance framework. The university is recognised by the University Grants Commission (UGC), approved by AICTE, accredited by NAAC with 'A' Grade, and several of its programmes carry NBA accreditation. The 100-acre green campus at Kalinga Nagar enjoys 24x7 Wi-Fi connectivity and is situated approximately 2 km from the historic Khandagiri-Udayagiri caves, 9.3 km from Biju Patnaik International Airport, and 3.5 km from the Baramunda Bus Terminal. OUTR presently offers 9 distinct B.Tech programmes, 22 M.Tech and PG programmes including Integrated M.Sc, M.Sc, MCA, MBA, B.Arch, M.Arch, B.Plan, and M.Plan, and a robust Ph.D programme across multiple disciplines. The university is structured under eight schools and departments: School of Computer Sciences, School of Mechanical Sciences, School of Infrastructure and Planning, School of Electronic Sciences, School of Electrical Sciences, School of Basic Sciences and Humanities, Biotechnology Department, and Textile Engineering Department. In terms of research and innovation, OUTR operates Centres of Excellence in Artificial Intelligence (CoE-AI) and ICT (COE-ICT), fostering industry-academia collaboration. Admissions to B.Tech programmes at OUTR are based on JEE Main scores followed by OJEE (Odisha Joint Entrance Examination) counselling. Lateral entry to B.Tech (2nd year) is through OJEE. M.Tech admissions are through GATE scores. MCA admissions are through OJEE (graduation with 50% marks and Mathematics at 10+2 level required). M.Sc admissions are based on merit in the qualifying degree. M.Arch and M.Plan admissions require a valid GATE score. MBA admissions are through relevant management entrance tests. Ph.D admissions are through a university-level entrance test followed by an interview. B.Arch and B.Plan admissions require valid NATA/JEE Paper 2 scores for B.Arch and JEE Paper 2 for B.Plan, followed by OJEE counselling.
