The university was formally established on 6th November 2006 under Act 29 of 2006 of the Legislature of the State of Haryana, by upgrading the erstwhile Chhotu Ram State College of Engineering, Murthal — itself founded in 1986 in memory of the revered agrarian leader and freedom fighter, Deenbandhu Sir Chhotu Ram (1881–1945). For M.Tech, a valid GATE score and a relevant engineering/science graduation degree are mandatory.
